HYPAT Explores Ukrainian Hydrogen Export Potential Amid Ongoing War


The HYPAT (H2 POTENTIAL ATLAS) project, funded by the German Federal Ministry of Education and Research (BMBF), has released a comprehensive working paper titled "Ukrainian Hydrogen Export Potential: Opportunities and Challenges in the Light of the Ongoing War." The research paper examines Ukraine's position in the hydrogen and Power-to-X market, considering the ongoing war of aggression and its implications on the country's hydrogen aspirations.

Despite the challenging circumstances, the working paper highlights several key findings:

  1. EU Interest in Ukrainian Hydrogen: The European Union (EU) continues to view Ukraine as a potential hydrogen supplier, aiming to meet European energy demand while supporting Ukraine's recovery from the conflict.
  2. Adoption of European Standards: Ukraine must align with European hydrogen standards and legislation to facilitate hydrogen exports to the EU, ensuring compliance and seamless integration into European markets.
  3. Green Steel as an Export Product: The working paper identifies green steel as a potential significant export product for Ukraine, offering additional revenue streams and opportunities for local value creation.
  4. Existing Infrastructure for Hydrogen Exports: Ukraine, along with relevant transit countries, possesses well-established infrastructure, including pipelines and seaports, for exporting hydrogen and Power-to-X products to Western Europe. However, further investigations are needed to repurpose this infrastructure effectively.
  5. Challenges and Uncertainties: Energy infrastructures and land suitable for renewable energy (RE) deployment are currently occupied by the Russian military. The ongoing war's uncertain duration and outcome increase investment risks in developing Ukraine's large RE potential. Consequently, low-cost RE might primarily address domestic demand.
  6. Sociopolitical Advantages and Limitations: The development of a hydrogen economy can bring socio-political benefits such as job creation. However, water scarcity and competition for water usage in the agricultural sector may limit large-scale hydrogen production in Ukraine, potentially leading to higher energy costs for households.

The HYPAT Working Paper provides valuable insights into the opportunities and challenges Ukraine faces in the hydrogen sector, considering the ongoing war and its impact on the country's energy landscape. The document will serve as a valuable resource for policymakers, industry stakeholders, and researchers.
